How surprising it was that Director of National Intelligence Dennis Blair testified yesterday that, in fact, Abdulmutallab should have been treated as a terrorist and questioned by a crack High-Value Detainee Interrogation Group that was ordered up by Obama in August. That unit was created exactly for this purpose," Blair said. "We did not invoke the HIG in this case. We should have."

How further surprising it was to learn that, five months after Obama's order, the unit has not yet been formed - that it is, in the words of FBI Director Robert Mueller, "not operational."
