Exclusive: John Bolton on ‘The Coming War on American Sovereignty’

Speaking to a packed room at the opening day of CPAC in Washington D.C. yesterday, former UN Ambassador John Bolton warned convention attendees of something he believes “goes to the heart of the Obama administration” and that will affect not only us but our children and grandchildren. No, not the stimulus bill (although that’s a good guess) – it’s what he termed “the coming war on American sovereignty.”

The problem, he said, is that liberals believe differences in policies that affect Americans shouldn’t be debated here at home, but on the international stage – and we can expect it to take a variety of guises, from global warming to the Law of the Sea Treaty to arms control. In other words, look for American policy to conform to so-called international standards and international law.

Some of the policies that will make us weaker are already under way, said Bolton, including the cut in defense spending. Meanwhile, Bolton reminded us that we’re being told there will be a “substantial increase in the staff at the state department, substantially greater numbers of diplomats. He’s [Obama] going to propose a large increase in foreign aid, bilateral and multilateral, and I suppose all of that is going to offset the cuts in the defense budget and keep our country safe. That,” he said, “is a logic that I don’t see.”

Russia is another challenge that America faces. Obama’s dithering during the campaign when Russia invaded Georgia was seen by that nation as weakness, and so it was no surprise that the day after our presidential election, President Medvedev threatened to place ballistic missiles in the Baltic enclave of Kaliningrad if the U.S. continued its course of placing a defensive missile shield in Poland and the Czech Republic. Bolton said, “I think we can already see the Russians beginning to calculate that the administration’s skepticism in that missile defense going in is exactly the way to get leverage over us to stop the deployment of these missile defense assets…it explains one of the reasons for the cut in the missile defense budget at the Pentagon.” As Russia continues to flex its military and energy muscles against its immediate neighbors and the rest of Europe, can we expect to see a test of President Obama and the United States the way President Kennedy was tested?

The Obama administration also wants to bring back a treaty banning the testing of our nuclear weapons, as the administration wants to return to an arms control relationship with Russia that will militarily put us in a “very weakened position.” Not only does this put America at risk, Bolton said, but our allies around the world.

The threat of China is not something to be overlooked, Bolton continued. The 50th anniversary of the flight of the Dalai Lama from Tibet to India is coming up, and he has requested an audience with President Obama. Whether he receives one or not, Bolton said, “will tell us a lot about backbone in the White House going forward.”

And what about Pakistan? “If Pakistan became unstable, not only would there be a risk of military confrontation with India, but there would be a risk that that government could fall into the hands of radical Islamists, who would then possess a large arsenal of nuclear weapons….We have not paid enough attention to the threats of radical Islam in that part of the world.”

Another grave challenge we face, said Bolton, is that the threat that weapons of mass destruction – nuclear, biological, chemical – could fall into the hands of terrorists. Early indications of how the administration plans to deal with this possibility are not promising, including how we are dealing with North Korea. Unless we put more pressure on China, North Korea will continue with its nuclear weapon program and, as a criminal rogue state, is likely to sell anything to anyone, with the consequences being obvious to anyone who is paying attention.

And who has worked with North Korea on ballistic missiles? Iran. During the campaign, Obama often said that we should continue to negotiate with Iran in order to get that nation to stop developing nuclear weapons. Yet for six years we’ve been negotiating with them through the Europeans, and nothing has been accomplished except to give Iran six years to continue with their program. This administration, Bolton said, will not use force to get rid of the current Iranian regime before they achieve nuclear capability. And so it could well be up to Israel. What will Israel do? No one can know for sure, but they will make a decision one way or the other regarding not just Iran but Hamas and the Palestinians.

In conclusion, Bolton said the Obama administration “doesn’t understand so much of what we need to do to protect American security. I think it’s clear that our national security is at risk under this administration. I think it’s a dangerous time in the United States.” He doesn’t believe we’ve reached the “tipping point” that so many people are talking about today regarding America, but we must make sure we avoid the decades of decline that Britain endured after World War II.
