Let Cops Carry Firearms on Airplanes

The Law Enforcement Officers Safety Act of 2004 (HR 218), signed into law by President Bush, gave active and retired police officers and federal agents the authority to carry concealed handguns anywhere within the United States. This was long overdue. Why shouldn’t an off-duty Los Angeles police officer be able to carry a firearm with him when going to Las Vegas for the weekend?
 
The interstate transportation of concealed weapons by the nation’s more than 500,000 off-duty and retired law enforcement officers was a cost–free force multiplier against crime and terrorism, except in one important arena – commercial airlines.
 
Airlines have always allowed armed, on-duty federal law enforcement officers on planes while traveling on official business, but they are a lot more stringent with state and local police officers. These non-federal officers are required to present a letter from their department head verifying they are traveling on official business, even within their own state. Despite the passage of HR 218, airlines do not allow any off-duty or retired federal, state or local law enforcement officers to carry firearms onboard airplanes.
 
When Congress authorized airline pilots to have a handgun in their cockpits, the airlines did nothing to encourage them to do so. In my conversations with commercial airline pilots, they said their employers would not pay for their weapon, ammo, FAA-required training or storage container. The airlines would not even rearrange a pilot’s schedule so he could attend firearms training. Pilots voluntarily take this training on their own time to protect themselves, their passengers and their employer’s aircraft. Airlines are placing potential liability issues above the safety of their passengers and crews.
 
Congress should mandate that FAA licensed commercial air carriers allow active or retired, on or off duty, police officers and federal agents to carry firearms on aircraft. This mandate would free up scarce Federal Air Marshals from domestic flights and allow them to concentrate on flights originating overseas. It would be an instant Federal Air Marshal force-multiplier.
 
If I ran a commercial airline, I would recognize that terrorists still believe that the airline industry is the best way to conduct another spectacular attack against the United States, as evidenced by the attempted Christmas Day bombing of Detroit-bound Northwest Flight 253. I would do whatever was necessary to protect my company’s employees, passengers and assets. One way would be to place television, radio and full-page newspaper ads in big cities similar to this:
 
In appreciation for your public service, we are offering a substantial fare discount to our nation’s brave active and retired police officers and federal agents when they carry a firearm onboard our airplanes. This discount applies to not only you, but immediate family members that accompany you. Make your reservation today!
 
I would also put ads in local Muslim community newspapers. Between the ads and press releases I’d make, it would generate enough free publicity to more than pay for the discounts and advertising. Knowing how cops love discounts, the entire country’s law enforcement community would fly my airline exclusively, leaving the competition susceptible to attacks because terrorists don’t want to take a chance of encountering an armed off-duty Chicago cop on his way to New York City to see a Broadway play. This would obviously encourage other airlines to adopt, or even sweeten, the same offer.
 
Think about it. An airline that adopts this policy will be as close as it can come to being terrorist-free. It would justify lower insurance rates, and surveys would reveal that most of the flying public would prefer to fly on an airline with an armed law enforcement officer than not.
 
So, will major U.S. airlines adopt my suggestion? Of course not! These same airline executives discourage their own pilots from flying armed, so what evidence is there that they will encourage passengers to do so? This is why Congress needs to act immediately. Then, federal air marshals can concentrate on flights originating outside the country. Domestic law enforcement officers will take care of the threat in the continental United States, Hawaii and Alaska.

Maybe it's because I'm an old goat, but BEFORE GCA-68, all flight crews considered a side-arm to be part of the uniform; also, before GCA-68, ANY passenger who chose to carry did so. Government regulation strikes AGAIN!

I think any one with concealed weapon license who has gone through a serious inspection should be allowed to carry it on the plane. If noting else the crew, yes ALL the crew should be allowed to carry a gun on the plane after proper training. Yes, there is nothing more spectaculat than a plane full of inocent people going down in the middle of a large city or a large utility plant or government building. If they knew just about everyone had a gun they might decide they need a different plan.

The Muslim community only respects power. They need to see our power and know there will be instant consquences if they try to use our planes or hurt our people.
It is time to stand up to them and throw this "Politically Correct" business out the window.

Perhaps, in addition to any number of people packing, the airlines should hand out packages of dried, shredded pork to any passenger who wanted one. That should forestall too many angry young Muslim males from boarding planes. Not all Muslims are terrorists, but so far we've been much more adept at stopping Swedish grandmothers and disabled WW II vets who planned on blowing up airplanes.

As a retired police detective and currently HR 218 certified, I believe this to be a good idea. I would have some reservations however, concerning "anyone" with a concealed firearm permit. Until we can read minds, we don't know who the permit holders really are, or what their intent might be. Cops and retired cops have demonstrated their commitment to our laws and society. A jihadist with a clean record could qualify for and be issued a permit to carry concealed.

I would also like to see any officer or retiree who is HR218 certified, sign a no-alcohol agreement and receive certain training before being allowed to carry on board.

I must say, the idea of allowing anyone with a CCDW permit is bothersome. I believe current/retired officers should be allowed to if they so desire. As a veteran officer, I would prefer to carry. I agree with R. Lee that there should be some hoops to go through to be allowed. It needs to be more than just flashing a badge even for us.

If I recall some of the details right, the Flight Deck program required certain ammunition among other things. I'm not sure that "everyone" should be carrying all sorts of weapons and loads on a flight. Also we have had people checking in with all sorts of ID, some I swear bought from a gum machine. I've know reserve Sheriffs and Reserve Cops that thought their Reserve LE status let them carry (against their agencies rules!)

Firing a firearm on an aircraft takes some thought as to where the fuel tanks and other things critical to flight are (I flew one airplane that had the tanks overhead on the wing area over the pax compartment...how may people know where the control runs, fuel and hydraulic lines, AC pacs, avionic bays are on ALL aircraft?). Different states have different requirements for law enforcement officers. If there was a minimum standard for carry on an aircraft I'd be a lot happier with letting all LE carry.

In years of carrying Secret Service, FBI and others I don't recall any asking anything about the aircraft. Didn't fill me with warm and fuzzy thoughts.

Having all cops in the US able to carry a firearm on an airplane would scare the hell out of me. I am a LEO for a large municipal dept. I run into cops from small departments all the time who basically got hired "on the spot" with very little background work done on them... and it shows. I would love to be able to carry on a plane - I carry everywhere else. There would need to be some serious training made available for LEOs who would do this and there would need to be an annual update/refresher instituted to maintain proficiency. I have been on a qual line when cops are bringing their firearms out for the yearly firing and it is scary. I dont want a bullet in the back of my head bc some Cleatus from Bumblefrick starts capping rounds because a pax starts acting nuts... nor do I want to pull my weapon on a crowded flight, and have a second LEO sitting aisles away from me see my gun, and start shooting at me. I am for cops carrying on planes - but not all cops. And only with A LOT of training.

I'm a retired Police Detective, I have always thought Police, retired or active should be allowed to carry concealed on a plane. It would free up air-marshals, or give them a back up. As long as you meet HR 218 and are current on weapons qualification, plus most of us would gladly attend any additional training if needed, we could purchase any special ammo or what ever is needed. Makes sense especially in this day and time, of more and more terrorist.
